Citizenship and Immigration Canada CIC came up with an idea called “arranged employment” that provided Express Entry applicants with a 600 point bonus However most people do not truly understand what arranged employment is nor do they have the requirements to fulfill it

Common Scenarios

“I found a company in Canada that will hire and support me through my entire permanent residence application”
“I have a family member that owns his own business in Toronto and he said he will sign my papers to give me the 600 point bonus for Express Entry”
“I will come to Canada and go to all the companies to find a job once i find a job I will use the job offer for the 600 point bonus in Express Entry”

Unfortunately none of these scenarios will provide the individual with the 600 bonus points in Express Entry for a “valid job offer” as it must be supported by a positive Labour Market Impact Assessment LMIA

LMIA-Exempt Workers

Prior to the changes to Express Entry many of the LMIA-exempt workers were included under arranged employment However according to the new requirements of Express Entry they do not have a valid job offer A valid job offer is defined as a job offer that is supported by a positive LMIA Therefore it does not make sense for these workers to be excluded from arranged employment as they came to Canada on an LMIA-exempt work permit

Job Bank and Valid Job Offers

In order to complete the Express Entry profile an individual must register for Job Bank and activate their profile The purpose of doing this is to match employers with individuals in the pool that would be a good fit for their company Once a match has been made the employer can apply for an LMIA however in most cases the employers have no idea how to maneuver this kind of application - resulting in refusals In reality the only people who are getting approvals for valid job offers for Express Entry are people who are already in Canada working on LMOs and LMIAs it has nothing to do with Express Entry and Job Bank

Bottom line

If you think you have valid job offer you probably dont If you have an employer who is willing to apply for an LMIA on your behalf make sure it is executed properly as LMIAs are very tricky and Service Canada does not hand them out freely If you have an LMIA-exempt work permit you do not have a valid job offer until you have a positive LMIA associated with your occupation
